Community Notice – Reporting Dust and Leaf Blower Violations

As a reminder, the City of Hidden Hills has adopted new rules regarding construction activity and property maintenance. These rules are intended to uphold the health, safety, and overall quality of life in our community.

Dust (Fugitive Dust)

Fugitive dust occurs when dust crosses a property line (including traveling off resident-owned parkways), often caused by construction activity, grading, or vehicles entering and leaving a site.

If you observe fugitive dust:

    1. Call South Coast AQMD (Air Quality Management District) at (800) 288-7664 (press extension 2) to file a report. Reports can be made anonymously, and photos or videos are very helpful. AQMD has informed the City that if dust is visible, they will make every effort to respond promptly.
    2. Then contact our temporary Code Enforcement Officer, David Raposas, at:

    3. Please include photos or videos and the address of the site if possible. Anonymous reporting is also accepted.

Note: Residents are responsible for fugitive dust coming off their own parkways. 

Leaf Blower Rules

To reduce noise and air pollution, the City enforces the following restrictions:

  • All gas-powered leaf blowers are prohibited citywide.
  • No leaf blowing of any type (gas, electric, or battery) is permitted on parkways, roadways, or trails.
  • Only electric or battery-powered blowers may be used, and only on private recessed property (such as yards). 

Enforcement

Violations of either the leaf blower rules or the new construction rules are subject to administrative citations and may result in escalating penalties for repeat offenses.

For construction violations (such as dust mitigation failures or site control violations), enforcement actions may also include:

  • Immediate stop-work orders until compliance is achieved
  • Referral to the South Coast AQMD for further action
  • Cost recovery and additional penalties if violations create environmental or public safety hazards

In short, while initial violations are cited through the City’s administrative process, construction-related violations can escalate into more serious enforcement measures involving outside agencies and additional costs.
