HIDDEN HILLS, CA – April 15, 2025 – The Hidden Hills City Council is pleased to announce the appointment of Shawn Bayliss, a 20-year veteran of local government, policy, and land use planning, as the City Manager of the City of Hidden Hills.
Formerly the Director of Planning, Land Use & Development for the City of Los Angeles’ 5th Council District, Bayliss has a track record of navigating complex regulatory processes that directly impact cities like Hidden Hills.
“We are extremely pleased to welcome Mr. Bayliss as our City Manager,” said Mayor Larry Weber. “He brings decades of experience in policy, budget, and community management in the Los Angeles region. He will be a stellar steward for our city.”
Bayliss commented, “It’s a privilege to be selected as the City Manager for the City of Hidden Hills. I look forward to working closely with the City Council and staff to continue the high level of governance and efficiency that residents of this wonderful city have come to expect.”
While with the City of Los Angeles, Bayliss was responsible for citywide land-use policy and budgeting for the departments of Building & Safety, Planning, the Board of Public Works, and General Services. He managed all land-use entitlement requests, development litigation, and construction activity in areas including Century City, Encino, Bel-Air, Hollywood Hills, Sherman Oaks, Mar Vista, Palms, Beverlywood, and Hollywood. He also oversaw state and federal compliance, major office and residential developments across West Los Angeles, large-scale infrastructure projects, and key citywide initiatives.
From 2017 until 2024 Bayliss served as Executive Director of the Bel-Air Association, where he led a successful organizational restructuring. In this unique role, he worked with state and local governments to focus on capital improvements and address decades of deferred maintenance. He also managed daily operations for “Keep Bel-Air Beautiful,” a 501(c)(3) nonprofit dedicated to the safety, beauty, and the architectural integrity of Bel-Air. Additionally, he served as Board Secretary for “Friends of Fire Station 71,” a nonprofit supporting Bel-Air Estates’ primary fire-fighting force; and as a board member of the Bel Air-Beverly Crest Neighborhood Council, an advisory body on issues affecting the City of Los Angeles.
Bayliss and his wife, Stacey, reside in Calabasas and are the parents of three children who all attend Round Meadow Elementary School.
